Planning obligations are normally agreed between the council, land owners and developers in a legal agreement called a Section 106 (S106) agreement.
These make acceptable a development that would otherwise be unacceptable in planning terms.
Planning obligations ensure that development is sustainable and accessible within the constraints of such a diverse and densely-developed borough.
