Hoarding
Hoarding is not permitted to be placed on the highway until a licence has been agreed and issued. The aim of licensing is to balance the needs of businesses and residents with the public expectation of an unobstructed footway.
How to apply
You must apply at least ten working days in advance, to allow enough time for Islington Council to process the licence and ensure the co-ordination of works. Please make sure you enclose the correct documentation as incorrect documentation could delay the process.
- To apply, please complete the hoarding licence online application form. As part of the application, you must provide:
- A drawing or diagram of the exact location where hoarding is to be erected
- Exact site address if different from placement of hoarding
- Exact location of the lighting equipment inside or outside the vicinity of the hoarding
- Complete description and extent of works carried out on site
- Estimated dates licence is required
- Confirmation that you hold a public liability policy in for the sum of £10 million or above.
- Traffic management plan if applicable (where traffic flow is affected during erection of hoarding, whilst in operation and when hoarding is being removed).
- Pedestrian management plan if applicable (where pedestrians may be affected during erection of Hoarding, whilst in operation and when hoarding is being removed.)
- Emergency contact number (available 24 hours a day)
Deposits and fees
No payment is required with your application. If the application is approved, instructions of how to pay online will be emailed to the applicant.
Deposit
The deposit is £100 per square metre area of highway enclosed by hoarding and an additional £50 per metre length of hoarding.
The deposit will cover the costs of any damage caused to the highways that may occur during works. Deposits are held for the period of the licence and we will refund you on written request once the site has been inspected. You must request an inspection to receive your deposit.
Management fee
You must also pay a management fee. Add the cost of the deposit for the area and the length to determine your total deposit. This total deposit amount determines the management fee.

The licence is granted for up to three months. If you need to extend the licence, you must apply for an extension 14 days before the licence expires.
The licence fee is payable if you apply and later cancel once officers have inspected the site location.
