SHINE supports residents from across London by providing a free all-round energy support service. SHINE can help you reduce your energy bills, access grants and schemes, and referrals to additional support and services.

How SHINE Can Help
We offer a wide range of support services, including:
- Energy-saving advice and help accessing grants for heating and insulation
- Support with energy bills and debt
- ‘Energy Doctor’ home visits to install energy-saving measures and offer tailored advice
- Referrals for ECO/ECO-Flex grants and Warm Homes Local Grant
- Falls assessments by the REACH Team
- Fire safety checks by the London Fire Brigade
- Air quality alerts for people with respiratory conditions via airTEXT
- Handyperson service for minor home repairs
- Thermal imaging scans, used to detect key areas of heat loss in your home (please note this is seasonal and tenure dependent).

We’ll contact all referrals to assess eligibility and connect them with the right services. Any vulnerable resident can be referred, but some services have stricter eligibility criteria.
Who Can Use SHINE?
SHINE is available to households of any tenure across London who meet one or more of the following criteria:
- Household income below £31,000
- Receiving means-tested benefits
- A household member who:
- Has a disability
- Has a long-term health condition worsened by the cold
- Is a child under 15
- Is an adult over 60
- Spends more than 10% of income on energy
Your Information
We will share the information with other Council departments/external bodies – there are many service providers in the SHINE network who can offer support with benefits, home energy visits, fire safety, energy efficiency grants, falls assessments and much more to help keep you well and warm at home.

Consent Statement
The London Borough of Islington on behalf of the National Energy Action, Mayor of London, London Borough of Haringey, London Borough of Tower Hamlets and EDF Energy is collecting your personal information for the purpose of providing you with energy advice about your home, how to maximise the income of your household and improve the health and wellbeing of your household. Your details will not be passed on to any third-party organisations without your consent.
We may contact you to request feedback to help us improve our services in the future. Anonymised reporting may be shared with the Mayor of London’s office, National Energy Action, London Borough of Haringey, London Borough of Tower Hamlets and EDF Energy as funders of the service and its appointed agents for the purposes of monitoring the service. All information you provide will be treated with the strictest of confidence and processed in accordance with Data Protection legislation. Further information is available in our privacy policy.
We will process your contact details, details of your health and the services that we provide you for the purpose of:
- Assessing your needs for further available support services: non-utility debt, benefits advice, housing advice, food security services, employability services, health and well-being services, crisis support services, fire safety services, general grant fund services, housing repairs services, befriending services, discounted travel, environmental health, energy efficiency surveys, public health services, other council services.
- Providing you services such as energy advice, installation of energy efficiency measures in your property, applying for energy efficiency grant schemes, applying for utility discounts, applying for grants and trust funds, registration on utility priority service registers, property energy efficiency surveys and onward referrals to other support organisations such as those listed above.
This information will be retained for a period of seven years after your case has been closed for auditing and fraud purposes.
